Direct the bid development process; work cooperatively with district personnel to determine appropriate specifications for items to be purchased; prepare bidding documents, including notice and instruction to bidders, specifications, and form of proposal.
Supervise bid scheduling
Manage daily department workload.
Assist in Training Staff on Federal, State and Local Policies and Procedures.
Coordinate proposals for bond and construction projects.
Coordinate Furniture, Fixture and Equipment (FF&E) purchases.
Maintain physical and computerized files for department.
Review vendor and bidder lists for compliance with Federal, Local and State Policies.
Obtain quotes and coordinate delivery for District furniture and equipment purchases.
Provide assistance and support to department employees.
Assist in Board agenda preparation and recommendation documents.
- Administer systematic records of purchasing requests.
- Analyze price quotations and make recommendations regarding awarding of contracts.
Assist in the development of procedures for internal and external control of purchasing processes.
Assist in the development of annual operating budget recommendations for assigned units and functions.
Communicate with campuses and departments regarding procurement policies, competitive quoting process, and contract review and compliance.
- Utilize effective communication skills; ensure that all interactions are supportive, courteous, and respectful.
- Participate in professional development activities that are aligned with district goals and assigned area of responsibility.
Comply with all policies, operating procedures, legal requirements, and verbal and written directives.
Comply with the Employee Standards of Conduct.
- Perform other related duties as assigned.
Knowledge of competitive bidding statutes, laws, regulations, and purchasing procedures
Ability to write clear bid specifications and analyze vendor bids
Knowledge of auditing and accounting principles
Ability to work with numbers in an accurate and rapid manner
Strong organizational, communication, and interpersonal skills
Proficient keyboarding and file maintenance skills
Ability to use personal computer and software to develop spreadsheets, databases, and do word processing
Two (2) years successful related experience
Public school district experience (preferred)
TASBO certification (preferred)
Maintain emotional control under stress
Occasional district-wide travel
- Occasional prolonged and irregular hours
- Repetitive hand motions
Prolonged use of computer
Possible lifting of up to 20 lbs.

Assists with the coordination, management and evaluation of on-going program for efficient, cost effective procurement of supplies, equipment and services necessary to support all operations and functions of the district.
